Every year, almost as important as the Best Picture winner is the host of the Academy Awards. Both grab headlines the next day, and both are sure to endure their fair share of criticism.

With almost every host having to face the black-and-white judgments of "good host or bad host," who ranks among the best and the worst? Here's our take on the Oscar hosts worth awarding and the one's that should have been snubbed.

Best
Billy Crystal
If someone hosts the show nine times, there's probably a good reason. Crystal carved out a niche for himself as the host of the big show starting in 1990 by keeping it light and throwing in a good song-and-dance routine for good measure.

Johnny Carson
The king of late night hosted the Academy Awards five times, the third most of any host. His overwhelming popularity from "The Tonight Show" carried over into his stints as host and made him one of the most consistently successful hosts. His familiarity with celebrities and experience with off-the-cuff comedy led to one of the Oscar's most memorable lines: "I see a lot of news faces, especially on the old faces."

Bob Hope
If repeat jobs as host are a measure of success, Bob Hope takes the top prize after hosting the ceremony a record 19 times. Famously calling attention to his lack of nominations, Hope's self-deprecating humor made him an Oscar legend and a rightful spot as the show's most frequent host.

Steve Martin and Alec Baldwin
As the first paired hosts since Chevy Chase, Goldie Hawn and Paul Hogan in 1987, Martin and Baldwin played off each other well enough to earn them the title of "best in recent years." Though Martin had solo hosting duties in 2001 and 2003, it wasn't until he joined forces with Baldwin that he earned his highest praise.

Jon Stewart
The host of "The Daily Show" faced a good deal of criticism after his first stint as host in 2006. He didn't shy away from controversy, calling out the liberal politics of Hollywood and Scientology, but a positive audience response brought Stewart back for a second go two years later.

Worst
David Letterman
The late-night host's name often leads the pack when recalling the worst hosts in the history of the Oscars. His "Oprah, Uma" gag and the negative reaction it got precedes most talk of how Letterman actually did. Letterman never returned to host after his one appearance in 1995.

Anne Hathaway and James Franco
The most notorious hosts in recent years, Hathaway and Franco were supposed to welcome a younger audience and make the Oscars cool again. What resulted was an odd and scattered show that was neither very funny nor cool. Many complained the Franco had phoned it in, while others found Hathaway cloying.

Chris Rock
Rock's greatest offense as host of the Academy Awards may have just been doing his normal routine, but the audience (and Sean Penn, in particular) didn't take too kindly to the comedian poking fun at some of the faces in the crowd.

Chevy Chase
Chase hosted the show a total a two times, but only once by himself. The year after his solo gig, no one hosted, which is all you need to know about that.

Jerry Lewis
It may be hard to believe with today's bloated ceremony, but in 1959, the ceremony wrapped up 20 minutes before it was scheduled to. To kill the leftover time, Lewis vamped on stage and forced some of the night's winners to continue singing and dancing on stage. NBC eventually ended the show early, but the dead, ad-libbed airtime remains an infamous part of the Oscar legacy.

Norwegians seek A-ha! moment in North Korean music (AP)

OSLO, Norway ? An arts festival in northern Norway is offering a rare glimpse into North Korean culture this weekend, including performances by musicians whose accordion version of A-ha's megahit "Take on Me" has been viewed more than 1 million times on YouTube.

Organizers said the five North Korean accordion players provided the soundtrack as 250 Norwegian border guards formed a human canvas by holding up colored cards in shifting patterns ? a tradition in the reclusive communist country.

The performance at the "Barents Spektakel" festival in Kirkenes, on Norway's Arctic border with Russia, was choreographed by two North Korean directors.

Artist Morten Traavik, who recorded the YouTube clip and invited the musicians to Norway, says he wants to challenge "negative perceptions" of North Koreans.

No Child Left Behind loses bite as Obama issues waivers (The Christian Science Monitor)

For 10 states, the chance to get No Child Left Behind off their backs has finally arrived, with President Obama announcing long-awaited waivers from some aspects of the federal education law Thursday.

The George W. Bush-era bipartisan law has widely been credited with bringing to light achievement gaps in which racial minority, low-income, disabled, and non-native English speaking students have been the most left behind. But it?s also been widely criticized for a one-size-fits all approach to accountability, with many states saying it?s an albatross.

?With the waivers, Obama has changed the landscape of accountability under No Child Left behind,? says Diane Stark Rentner, interim director of the Center on Education Policy in Washington.

RECOMMENDED: Six takeaways from the persistent achievement gap

The states that have so far received waivers through the US Department of Education are Colorado, Florida, Georgia, Indiana, Kentucky, Massachusetts, Minnesota, New Jersey, Oklahoma, and Tennessee.

They will now have flexibility to target resources on the lowest-performing schools. They will still be expected to test and report achievement data, but will no longer have to require all schools to improve at a certain rate to reach 100 percent proficiency in reading and math by 2014, as NCLB required.

That deadline ?was a wonderful goal but really impossible to attain with an education system that is structured the way it is,? says Cynthia Brown, vice president for education policy at the Center for American Progress in Washington. ?We?ve had so much reform momentum throughout the country over the last five or six years that it?s really important to adapt the law to ? the willingness of states and districts to take on new ways of doing things.?

New Mexico has also applied for a waiver and is in discussions with the US Department of Education, and 28 other states have said they intend to apply for a second round of waivers later this month.

In exchange for flexibility, the states have to set standards to prepare students for college and careers and create plans to improve the effectiveness of teachers and principals.

In addition, their accountability systems must reward schools with high performance or significant gains in closing achievement gaps. By contrast, NCLB?s requirements were largely seen as punitive.

The waivers couldn?t have happened without the backdrop of the Common Core State Standards, which 45 states have voluntarily adopted, Ms. Rentner says. Partly through incentives from the federal government, such as the Education Department's Race to the Top grants, states have been agreeing to these more-rigorous standards designed to keep students globally competitive in the 21st century. This will make it easier to compare student performance across states, Rentner says.

?If we?re serious about helping our children reach their potential, the best ideas aren?t going to come from Washington alone,? Obama is expected to say Thursday, according to a White House press release. ?Our job is to harness those ideas, and to hold states and schools accountable for making them work.?

Some concerns have been raised ? particularly by civil rights groups -- about how the waivers will play out in practice, and whether the states will truly be held accountable for the performance of some of the most disadvantaged students.

Another critique, from conservative observers and some Republican lawmakers, is that the Obama administration is overstepping its bounds by starting to dismantle NCLB through the waiver process.

?NCLB, for all its flaws, was crafted by the US Congress ? [but] these waivers impose a a raft of new federal requirements that were never endorsed by the legislative branch,? says Frederick Hess, director of education policy studies at the American Enterprise Institute (AEI) in Washington. ?Once this administration opens this door, it?s hard to imagine future administrations not building on this precedent.?

The chairman of the House Education and Workforce Committee, Rep. John Kline (R) of Minnesota, said Thursday morning at an AEI event, ?This notion that Congress is sort of an impediment to be bypassed, I find very, very troubling in many, many ways.?

Congressman Kline also introduced on Thursday two Republican-written education bills designed to give more flexibility to states and school districts. Some Democratic lawmakers, including Rep. George Miller of California, the top Democrat on the education committee, have said Kline?s approach is a troubling departure from bipartisan attempts in recent years to rewrite the education law.

Many observers say that this year it?s unlikely Congress will be able to agree on a such a rewrite ? already 5 years overdue.

There are certain thresholds (see below) which determine the percentage of your income you need to pay. In most cases, it is 15% or less. That means there?s a light at the end of the tunnel for those who are eligible!

How does it work?

The purpose of the income-based repayment program is to give relief to people who are making a good faith effort to pay back their loans but who are struggling due to financial circumstances. To qualify for the program, a borrower must prove ?partial financial hardship.? If the minimum payments on your federal loans are more than 15% of your income each month that is considered ?partial financial hardship.?

When you are accepted into the IBR plan, your payments will be based on your family size and your income. For example, if you are a single individual and make an income of $40,000 per year, your payments would be approximately 8.7% of your monthly income. When you enroll in IBR, your repayment plan will be extended up to 25 years. After 25 years of making payments under the IBR plan, any remaining debt will be forgiven. That means, as long as you make the reduced payments and continue to do so for 25 years, you don?t need to stress out about defaulting on your loan!

How can I apply for an IBR plan?

So how do you sign up? Well, there are specific requirements for being eligible for IBR. The plan is available for anyone who has either direct (FDSL) or gauranteed (FFEL) student loans. To be considered, these loans must not be in default.

Romney intensifies fight for social conservatives

(Reuters) ? The United States is coming to be seen as a global threat, acting unilaterally with aggressive new market rules that critics say will hurt U.S. firms, foreign banks, and international markets in one swoop.

The new buzzword in the financial world is "extraterritoriality", or ET. The idea that a government can exercise its authority beyond its borders.

The fear is that after the 2007-2009 financial crisis that roiled global markets, some countries will engage in an arms race of tough financial reforms in order to be seen as the safest capital markets, and will haphazardly foist their own rules on other nations.

Despite its talk of a global level playing field, the United States is being portrayed as a rogue country, with its unmatched Volcker rule to curtail banks' risky trades and its accelerated timetable to put in place new derivatives reforms.

The backlash has gained force in recent weeks.

International finance ministers are taking up their concerns with the U.S. finance bosses, Treasury Secretary Timothy Geithner and Federal Reserve Chairman Ben Bernanke.

"At this time of financial market stress, I want to ensure this regulatory dialogue supports cooperation aimed at minimizing any unintended consequences of regulatory reforms on either side of the Atlantic," UK Finance Minister George Osborne wrote to Bernanke late last month.

Japan and Canada also fear that unless non-U.S. firms are exempted from the Volcker rule, trading in their own government bonds would be crimped.

EU financial services chief Michel Barnier is expected to raise the Volcker rule issue with Geithner this month.

To be sure, the EU has its own unmatched aggressive reforms. They include harsh proposals for credit raters, hedge funds, and its MiFID law that would only let non-EU firms do business in the bloc on condition that their home rules are equivalent to EU rules and that they offer reciprocal market access rights.

The unprecedented volume of new rules across the world has made overlaps inevitable but unwinding them may not be easy or so fast.

"Extraterritorial stuff is causing trouble, slowing things down. Many are now waking up to the Volcker rule but it would need Congress to change legislation," said an international regulatory official, who could not speak on the record due to political sensitivities.

David Lawton, acting director of markets at the UK Financial Services Authority, said last week that it would take "years and years and years of analysis" for regulators to determine if regimes are equivalent.

U.S. firms are also chafing at what they see as overly tough domestic derivatives proposals that do not have enough extraterritorial reach to ensure their foreign rivals don't get the upper hand.

"I would call it a competitive nightmare," said one attorney at a Wall Street bank who was not authorized to speak on the record. "In Europe, the U.S. banks are going to be on the Dodd-Frank playing field, and European banks are going to be on a very different playing field, which is much less tilted against them."

DERIVATIVES DIVIDE

Efforts by the Group of 20 leading economies to shine a light on a $700 trillion derivatives market that magnified problems at collapsed bank Lehman Brothers and AIG (AIG.N), the U.S. insurer that had to be rescued, are also stoking concerns about regulatory overreach despite strenuous efforts by EU and U.S. regulators to avoid this.

The United States is roughly a year ahead of Europe on its new derivatives framework, with Asia significantly lagging behind with its own reforms.

The European Union is annoyed its central banks won't be exempt from derivatives clearing requirements in the United States. The outcome is that the Fed is unlikely to be exempt from the bloc's derivatives requirements in a similar fashion.

And while the EU and United States are engaged in hand-to-hand combat, Asia is left watching from the sidelines, causing both confusion and a risk of capital flight.

"Multinational banks out in Asia are entitled in some ways to feel like ducks in a shooting range," said Alan Ewins, a partner at Allen & Overy lawfirm in Hong Kong.

But the emerging uneven regulatory framework already has banks thinking about setting up vehicles to book business in Asia to avoid EU and U.S. rules, said Chris Bates, head of financial services at Clifford Chance law firm in London.

DETENTE POSSIBLE?

Last week, Geithner held a press conference and acknowledged the extraterritoriality tensions.

He warned other nations not to adopt rules that are softer in order to poach business from U.S. markets, while also saying regulators need to figure out a sensible way to apply disjointed rules.

"And because in some areas U.S. reforms are tougher or just different from the rules forthcoming in other markets, we need to figure out a sensible way to apply those rules to the foreign operations of U.S. firms and the U.S. operations of foreign firms," Geithner told reporters on Thursday.

Also on Thursday, the U.S. Commodity Futures Trading Commission and the U.S. Securities and Exchange Commission released a report saying that there may be kinks to work out with international derivatives reforms.

The 153-page report said, "It is still too early to determine precisely where there is alignment internationally and where there may be gaps or inconsistencies."

In a dissent to the report, Republican CFTC commissioner Scott O'Malia said while there is global coordination, "significant questions remain regarding the extraterritorial application of the specific rulemakings currently underway at the Commissions."

"Further, significant questions remain regarding the pace of rulemakings among the various regulatory bodies going forward," he said.

International market players welcomed Geithner's remarks and the CFTC-SEC report as an encouraging sign that the United States is officially recognizing that something must be done about the dangers of inconsistent reforms.

"The CFTC paper shows that people are waking up to the issues of extraterritoriality, and throwing the burden back to the Financial Stability Board to create common standards," said Alex McDonald, chief executive of the Wholesale Markets Brokers' Association based in London.

The FSB is the G20 regulatory task force charged with implementing pledges to reform banks and markets after the financial crisis.

"It's finally a recognition you need a way of recognizing each other's rules and it's the first time I've seen this recognized formally," McDonald said.

Natural gas prices jump on lower supplies (AP)

NEW YORK ? Natural gas prices climbed more than 7 percent Thursday after the government said the nation's supplies shrank last week.

Gas supplies dropped by 132 billion cubic feet last week, according to the Energy Information Administration. The decline was more than analysts expected, but the overall storage level of 2.97 trillion cubic feet remains well above five-year levels for this time of year.

Natural gas supplies have been growing in recent years as producers develop more deposits in shale formations across the country. Mild weather in much of the U.S. this winter has kept demand low. About half the homes in the nation use gas for heating.

Natural gas futures rose 17 cents to finish at $2.55 per 1,000 cubic feet in New York.

The EIA report encouraged investors who are betting that gas prices near 10-year lows will force petroleum companies to cut production. Chesapeake Energy, America's second largest natural gas producer, said last month that it would trim production by about 500 million cubic feet per day and ConocoPhillips said it is considering shutting down another 100 million cubic feet per day of production.

Analysts say other producers must do the same to keep supplies from growing. Goldman Sachs analyst David Greely this week said U.S. gas production will keep growing in 2012 and 2013, but less than previously thought.

"We've reached a point where they need to rein in production," independent energy analyst Stephen Schork said. "They just can't make money."

Natural gas hit a 10-year low last month at $2.32 per 1,000 cubic feet, and the price is still less than half of it what it was in 2010.

Meanwhile benchmark crude fell by $1.25 to end at $96.36 per barrel in New York, reflecting weak demand for petroleum products in the U.S. Brent crude rose by 51 cents to finish at $112.07 per barrel in London.

The government said Wednesday that demand for petroleum products fell by 4.3 percent last week when compared with a year ago. Gasoline demand dropped by 7.3 percent, and demand for distillates ? which include diesel and heating oil ? fell by 1.7 percent.

Retail gasoline prices rose less than a penny to a national average of $3.46 per gallon, according to AAA, Wright Express and Oil Price Information Service. A gallon of regular is about 18 cents higher than a month ago and 35 cents higher than a year ago.

In other energy trading, heating oil rose by about a penny to end at $3.05 per gallon and gasoline futures fell by 2 cents to finish the day at $2.87 per gallon.

Japan's Panasonic projects record annual net loss (AP)

TOKYO ? Panasonic on Friday nearly doubled its projected net loss for the fiscal year to a record 780 billion yen ($10.2 billion) amid weak TV and mobile phone sales and ongoing restructuring costs after acquiring smaller Sanyo Electronics Co.

Panasonic joins Sony and Sharp as the latest major Japanese electronics maker to predict huge losses for the year through March. That reflects the battering these brand name companies have taken from the yen's surge, a weak global economy, last year's tsunami disaster as well as flooding in Thailand, which disrupted supply networks.

For the October-December quarter, Panasonic reported a net loss of 197.6 billion yen ($2.6 billion). A year earlier, it had a net profit of 40 billion yen for the same quarter.

Panasonic is streamlining its businesses and cutting jobs after acquiring Sanyo, which was strong in the solar power and rechargeable battery businesses. But some Panasonic and Sanyo products, including refrigerators and washing machines, overlap.

The larger projected annual net loss was linked largely to restructuring costs, from early retirement packages to impairment losses of fixed assets, it said.

So far, Panasonic's worst annual loss totaled 427.7 billion yen for the year through March 2002, when it was still Matsushita Electric Industrial Co.

Like both Sony and Sharp, Osaka-based Panasonic has struggled in its flat panel TV business. All three face intense competition from South Korea's Samsung Electronics Corp. and others.

Panasonic said that despite favorable sales of personal computers, sales of TVs and mobile phones declined.

The company's quarterly sales fell 14 percent to 1.96 trillion yen, it said in a release.

The yen's strength against the dollar and euro, which erodes foreign earned income when repatriated to Japan, also hurt Panasonic, which gets just under half its sales from outside the country.

Rival Sony Corp. on Thursday predicted a net loss of 220 billion yen ($2.9 billion) for the year through March, much bigger than an earlier forecast of 90 billion yen.

A day earlier, Sharp Corp. said it expected to lose 290 billion yen for the fiscal year.

Last month, Moody's Investors Service lowered its credit ratings one notch for both Panasonic and Sony amid pressure on their TV businesses.

Moody's said Panasonic's financial strength has deteriorated since it acquired the remaining stakes in Sanyo Electric Co. and Panasonic Electric Works Co. Its debt rating was lowered to A2 from A1, while Sony's credit was cut to Baa1 from A3.
